Frank W.
Borden
Frank was Assistant Chief
and Commander of the Training and Disaster Preparedness Division and a 36-year
veteran of the Los Angeles City Fire Department. He is widely known for
developing numerous innovative programs, such as CERT and ICS, and is
frequently requested to conduct post-disaster investigations and evaluations
around the world.
Frank's professional
qualifications include a BS in Human Relations and Organizational Behavior from
the University of San Francisco and graduate studies at Loyola Marymount
University. He is a graduate of the National Fire Academy Fire Executive
Officer Program and is a member of the National Institute of Urban Search and
Rescue, the International Association of Emergency Managers and Numerous other
industry related organizations.
Robert G. Lee
Bob has more than 40 years of experience in law enforcement, private security, safety, and emergency management. He has created procedural and operational manuals, plans and programs for financial institutions, retail companies, property management firms, colleges and universities, school districts, and government agencies. He has designed and evaluated Emergency Operations Centers and Command Posts and has created and facilitated numerous tabletop and full-scale disaster exercises. He has a significant amount of experience as the EOC Director and/or Incident Commander for a wide variety of large-scale incidents, including earthquakes, civil unrest, fires, floods and hurricanes. His experience also includes managing numerous surveys and studies involving a wide variety of topics, such as security and anti-terrorism policies and procedures, physical security issues, risk and vulnerability assessments, business impact and business continuity analysis, and security and emergency management organizational structures in public and private sector agencies and organizations.
Many publications have published articles written by Bob. He has participated in training programs, workshops, lectures, and panel discussions worldwide and has been a member of several national and international committees and organizations, including the United Nations Committee for Natural Hazard Reduction, as well as two presidential advisory committees. Bob served three terms as chairman of the National Standing Committee on Disaster Management for American Society for Industrial Security (ASIS) and was recognized as the ASIS Volunteer Committee Chairman of the Year in 1995. He served on the Board of Directors of the Business and Industry Council for Preparedness and Planning (BICEPP) for 22 years.
Bob has received many awards and commendations for his accomplishments and leadership in the areas of security, emergency management, and safety. Most recently, he was named to SECURITY Magazine’s List of the Top 25 Most Influential People in the Security Industry. He is Board Certified in Security Management (CPP), a Certified Fraud Examiner (CFE), a Certified Disaster Recovery Professional (CDRP), a Certified Business Continuity Professional (CBCP), a FEMA-Certified CERT Instructor/Trainer, a CSTI-Certified NIMS/SEMS/ICS Instructor and a Licensed California Private Investigator.
